JOB DESCRIPTION
The U.S President’s Malaria Initiative (PMI) Evolve Project supports the National Malaria Elimination Program (NMEP) to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria, through delivery of high quality indoor residual spraying (IRS), entomological monitoring and surveillance, technical assistance for insecticide treated nets (ITNs) distribution and durability monitoring and new approaches for larval source management (LSM). The delivery of these interventions is informed by a robust entomological surveillance system.
The PMI Evolve Project in Zambia plans to engage two Provincial ITN Officers on a temporary basis for a period of fifty days each commencing in June 2023. This ITN Officer will be embedded within the GRZ Provincial Health Offices in Chipata (Eastern). The officers will be directly supervised by the PMI Evolve Zambia ITN Coordinator, and will work closely with the PMI Evolve District Coordinators and teams in Chipata and Nchelenge. They will serve as the focal points for Evolve’s provincial ITN engagement, providing day-to-day hands-on support to the provincial malaria team to execute the 2023 ITN mass campaign strategies and activities. The ITN Officers will be overall responsible for providing support for the planning, implementation, management & monitoring of campaign plans and progress. Additionally, they will support a DHIS2-based household registration reporting system at community, facility & district levels.
Specific Responsibilities:
Work as an integral part of the provincial team to provide focused mass campaign implementation support.
Coordinate & participate in provincial, district, facility, and sub-facility level campaign activities, including SBC & advocacy.
Report on progress toward campaign objectives during in-house weekly monitoring meetings and through written weekly activity reports; identify gaps and areas for improvement and follow up.
Assist in conducting training and strengthening local capacity in ITN mass campaign preparation and implementation.
Assist in preparing for and conducting provincial & district meetings as needed, such as training for CBHVs, health facility officers including district health officers.
Serve as a liaison between Evolve and the Provincial/districts to support translation of global & national guidance on the campaign into successful implementation at provincial level.
Work closely with provincial & district teams to strengthen adherence to monitoring & evaluation protocols, including participating in training of district and health facility staff as needed.
Provide robust analytical & data management support to serve as evidence of progress in campaign implementation/outcomes.
Monitor campaign performance and data quality alongside provincial health officers.
Provide technical support and follow-up to District Health Information Officers and Malaria Elimination Officers on data entry/management, and monitoring of ITN campaign performance.
Provide technical assistance and follow-up with health facilities, as necessary, to ensure correct synthesis of data.
As needed, provide on-the-ground support and supervision of distributions and issuing of ITNs to beneficiaries.
Document minutes for a variety of meetings as required and provide recommendations for best practices and challenges.
Supervise and track inventory distributions and storage of ITNs in the Health facilities.
Ensure environmental health guidelines are fully implemented.
Perform any other duties as assigned by supervisor/s
Deliverables
Weekly activity report sent to PMI Evolve ITN Coordinator and Vector Control Manager detailing key activities accomplished, challenges, and plan for the upcoming week.
Summary report on the overall campaign planning and implementation in consultant’s respective duty province within 2 weeks following the end of the consultancy.
Participation in the Post ITN Mass distribution review meeting.
Duration and LOE
Period of performance is 94 days,
Expected assignment start date is on or around June 19, 2023.
The consultant will be expected to work 4 days a week.
Expected assignment end date is November 30, 2023.
Desired Qualifications
Education
Bachelors in public health, Health Education, Social Sciences, or related field of study.
Experience
Minimum of five years of relevant experience working with Provincial and District health teams in the implementation of community health interventions
Demonstrated ability to work with minimum supervision.
Experience in working with local communities, civil society partners, urban /Local Government Institutions and Governments officials.
Demonstrated experience supporting mass ITN distribution campaigns at district or provincial level in Zambia is highly desirable.
