Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) is a five-year, USAID-funded global cooperative agreement, which helps priority PEPFAR countries achieve and maintain HIV epidemic control among pregnant and breastfeeding women, infants, children, and youth. The two objectives of the project are to:
Attain and sustain HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/AIDS and prevent HIV transmission among these populations; and
Support the transition of prime funding and implementation to capable local partners to meet the PEPFAR goal of 70% of funding to local partners.
ACHIEVE is implementing an activity in Zambia, working in partnership with the Ministry of Community Development and Social Services (MCDSS) to improve health and social services to vulnerable children and adolescents and their families. ACHIEVE is focusing on providing technical assistance to MCDSS to improve the quality, monitoring, and coordination of services delivered through MCDSS community structures and other partners working to improve access to health and social protection services.
Summary of Role
ACHIEVE Zambia Project is seeking a consultant to review, incorporate feedback and recommendations from MCDSS during the September, 2021 workshops; align for the design of MCDSS advocacy strategy and the materials with the GRZ national policy documents, Pilot the newly developed Advocacy and Resource Mobilization Toolkit for MCDSS and Train Facilitators in the selected Pilot Districts in 2 Provinces and prepare for roll out in the remaining project’s implementing districts in 4 Provinces. The consultant will work closely with the ACHIEVE Zambia Project Director and MCDSS technical team. Under the supervision of ACHIEVE and MCDSS, the Consultant will ensure the developed materials are aligned to the GRZ policy documents and other training materials, develop specific deliverables, and provide coaching and mentorship to ACHIEVE throughout the pilot and initial implementation process. Specific tasks and deliverables are outlined below.
Duties and Deliverables
Following a comprehensive landscape analysis to identify potential donors based on geographic and thematic interest and assess the feasibility of securing multiyear and thematic funding for MCDSS for long-term sustainability of VCA programs as well as mapping of MCDSS’ VCA and OVC social protection and health programs to identify funding gaps; This activity aims to:
Review the strategy, tool kit and other training materials developed in FY21 to incorporate Zambia specific content and feedback received during review meetings from MCDSS and align the design templates to the GRZ national guidelines and documents.
Coordinate Stakeholder alignment meeting with MCDSS on final draft of strategy, tool kit and training materials
Pilot test the strategy, tool kit and materials developed by the project in FY21 in 2 selected Provinces;
Train MCDSS national and sub national level facilitators in the newly developed Advocacy and Resource mobilization strategy, tool kit and materials in the two provinces.
Following the national and sub national level facilitators Training, develop institutionalization plan.
A minimum of master’s degree in Social Sciences, Public Health, Health Administration, Management, Economics, or Business Administration
A minimum of 10 years of technical experience with capacity development or systems strengthening with health, social protection and/or international development programs
Demonstrated experience in resource mobilization and strategic planning for government and international development agencies
In-depth understanding of and at least 5 years of experience with business development for non-profit organizations is highly preferred
Familiarity with USAID and PEPFAR funded programming is preferred
Fluent English language skills required
