Civil Society Coordinator
The National HIV/AIDS/STI/TB Council (NAC) established through an Act of Parliament No. 10 of 2002 is charged with the responsibility of developing and coordinating policies, plans and strategies for the prevention and combating of HIV, AIDS, TB and STIs in order to reduce the impact of the epidemic.
The position of Civil Society Coordinator at NAC has fallen vacant, and consequently, suitably qualified and experienced Zambians are invited to apply for the position which is based in Lusaka.
Job Purpose
Reporting to the Director Programmes, and work closely with the Directorate of Policy and Planning. The applicant will facilitate strengthening of civil society groups including key vulnerable populations to support and appropriate reporting for the Global Fund Project (GFP) by providing responses to HIV/AIDS, STIs and TB through the Global Fund and government support for the improved coordination, information sharing and strategic programme development and implementations.
Principal Accountabilities
Provides expertise and technical assistance to partners on behalf of National AIDS Council in order to facilitate the development of policies and strategies relating to civil society contribution to the National response.
Co-ordinates effectively the implementation of multi-sectorial response by the civil society in accordance to the provisions of the Global Fund Project and the wider NAC work-plans.
Provides input in the planning process for effective civil society engagement and facilitation of the development of programmes responsive to the requirements contained in the NASF pillars.
Coordinates translation of research findings into policies, strategies and guidelines in order to enhance civil society participation.
Monitors and evaluates civil society Programmes in order to assess their effectiveness and recommends appropriate operational research or interventions.
Participates in annual vertical and horizontal NAC appraisal processes.
Facilitates the development of mechanism for training in civil society in accordance with the National AIDS Council.
Effectively facilitates linkages for staff development in the civil society arena in areas that directly impact on the implementation of services the global fund supported project and the wider NAC activities to support the strategies in the NASF pillars.
Ensures timely input into the planning and budgeting processes of Global fund supported project and wider NAC activities.
Perform any other duties assigned by the Director Policy and Planning
Qualifications, Experience and Competencies:
Full grade 12 certificate with at least 5 Credits at “O” Level including English and Mathematics
Bachelor of Arts in Demography, Bio-statistics, Social Work, Development Studies, or a relevant Social Science from a recognized university.
A Master’s Degree is an added advantage.
A minimum of 3 years at middle management level in a similar role.
Experience with multi-sectoral response to HIV and AIDS Programmes.
Experience in working in the field or prevention and impact mitigation.
Knowledge of roles, strengths and development needs of key stakeholders.
Knowledge of international best practice in multi-sectoral response
Effective written and oral communication skills.
Excellent report writing, analytical, and communication skills, including oral presentation skills, knowledge management, and dissemination of findings in English.
Proficiency in MS Office (Excel, Access, Word, PowerPoint, etc.)
Analytical skills with problem-solving aptitude.
Written and spoken English fluency required.
Demonstrated leadership, versatility and integrity.
