RE-DESIGN INCLUSIVE HANDWASH FACILITIES
Introduction
WaterAid Zambia is an international Non-Governmental Organization dedicated exclusively to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest.  The organization started its activities in Zambia in 1994 with its first interventions implemented in the southern province of Zambia. Since its inception, WaterAid has implemented interventions in Southern, Western, Lusaka and Luapula provinces.
In late 2019, an acute respiratory disease, known as COVID-19, emerged.  The COVID-19 disease has spread across the world and has already claimed more than 4.3 million lives. As per the World Health Organizations (WHO) August 2021 COVID-19 situational report, over 200 million confirmed cases have been reported, with various countries experiencing up to four waves of the pandemic. Zambia has been responsive and intensified interventions to reduce the rate of infections to the general public.
Water Aid Zambia (WAZ) in partnership with the Ministry of Health, Lusaka City Council (LCC), NatuReS, GIZ, LuSWI and different stockholders to have put together a school initiative program the proposes a Safe Back to school package aimed at supporting the Government’s emergency COVID-19 response activities that have been undertaken in the past 6 months from 1st December 2020 to 31st May 2021, under a project entitled – Safe Back to School2 (SB2S) Initiative.
The Lusaka Water Security Initiative through its partner; WaterAid Zambia, Lusaka City Council (LCC), GIZ – Natural Resources Stewardship Program (NatuReS) and other stakeholders such as the Ministry of Health initiated and executed the first and second phases of the Safe Back to School Campaign from the period between December 2020 and May 2021. In order to upscale on this campaign, the different stakeholders under this project will once again launch the third phase of the campaign to be implemented in the year 2022. The major purpose of this campaign is to respond to the emerging issues around COVID -19 in schools by implementing the Government’s emergency COVID-19 response activities.
WaterAid Zambia is inviting applications from eligible Consultants to re-design an inclusive and safe group hand wash facility
Description of Project
The project will support COVID-19 prevention activities targeting school Learners and teachers, thereby expanding the SB2S initiative from 100 schools to 180 schools in Lusaka. This will be done by providing inclusive handwashing facilities and hygiene materials to promote hygiene practice to 72,000 learners and 2,400 teachers, raising awareness and triggering behaviour change towards COVID-19 prevention and mitigation and promoting menstrual hygiene. It is expected that the knowledge gained, and the good hygiene practices adopted by learners and teachers will inevitably reduce the spread of COVID-19 in both schools and communities. Additionally, each of the 80 schools will be supported to operationalize and enforce their respective COVID-19 response plans, regulations and guidelines.
The project will redesign the inclusive jumbo handwash facilities to make them more inclusive and expand the number of safe groups handwash facilities within the schools. A component of this activity is expanding the business portfolios of 20 community level enterprises to produce safe group handwash facilities for schools. The activity targets existing small plumbing and metalworking businesses. As many businesses struggle to keep up sales in the current COVID economy, the activity will expand the range of products for these businesses – and supply a ready market by applying existing skills toward fabricating simple safe group handwashing facilities to schools that are in need.
This will help meet the demand for the handwash facilities in overly populated schools in Lusaka’s peri-urban areas while ensuring safe distances between the students (the handwash facilities utilize a long hose with spaced holes allowing water supply to service many students at once). Under this project, WaterAid shall facilitate training for 20 fabricators who will then work to produce 80 group handwashing facilities as part of empowering their metalworking businesses. The handwashing facilities shall remain as property of the 80 schools. The intent is that following this training, the metal workers enterprise will use the acquired skills to make more handwashing facilities that they will be able to sell to other schools targeted under WaterAid’s expanded SB2S COVID-19 prevention intervention as well as to the public. The project will also train selected teachers and community members in operation and Maintenance (O&M) of the handwashing facilities for sustainability.
Objectives
Redesign and development of inclusive jumbo hand wash facilities based on functionality assessment results done on existing facility and Project TWG recommendations
The following will be required:
The selection of a consultant to conduct the redesigning and development of the inclusive jumbo, handwashing facility.
Consultant to submit a BOQ, Materials Schedule and Drawings for the facility  .
The consultant is to conduct the project within a 7day period.
The Consultant is to submit a well-developed Operations and Maintenance guide for the facility
Scope of Work
The purpose of this activity is to engage a consultant to analyze and re-design the existing inclusive jumbo handwash facility based on the results of the functionality assessment carried out on the existing facilities. The consultant is to produce easily interpretable drawings of a re-designed jumbo handwash facility, cost effective Bill of Quantities (BOQ) with up-to-date market prices of materials, a detailed materials schedule and provide an operation and maintenance (O&M) package for the facility that has been designed. The consultant is also required to provide an easy to follow training package outlining the materials and short methodology required to train 20 fabricators in the fabrication of the designed jumbo hand wash facility.
Deliverables and Timeframe
The following outputs will be expected:

Consultant to submit a BOQ, Materials Schedule and Drawings for the designed facility.
The consultant to develop an Operations and Maintenance (O&M) package for the designed facility.
The consultant to develop a training guide outlining materials and short methodology required to train 20 fabricators in the fabrication of the designed jumbo hand wash facility.
The consultant is to conduct the project within a 7-day period.

Expected profile of the Consultant
The suitable consultant should show an overall understanding in the design of inclusive hand wash facilities. The consultant should show evidence of knowledge and demonstrable experience in designing of different facilities. Evidence of similar work in the recent past will be a key requirement. Consultant should have the following qualifications:

Degree in a relevant field and masters will be added advantage
A professional command of English, both oral and written; good report-writing skills
Computer literate (Microsoft word, excel, power point and access)
Five years of professional experience in similar work;
Analytical and conceptual ability; demonstrated understanding of the design of inclusive hand wash facilities
Should be a member of EIZ
Should be conversant with autocard/prokon or any other design software

Quotation Requirements
Interested consultants must include in their application a detailed technical and financial proposal with the following components:
Technical

Understanding and interpretation of the TOR
Detailed Methodology including sampling techniques, data collection and analysis methods to be used in undertaking the assignment
Time and activity schedule
Profile of the Consultant/ consultants
Samples of two most recent related works (and/or references for the same)
Curriculum vitae of key personnel
