USAID SCALING UP NUTRITION TECHNICAL ASSISTANCE (SUN TA)
DATA and IT SYSTEMS OFFICER (GRADE 9)
Project Background:
The Scaling Up Nutrition Program is a cross-ministry and multi-donor program to reduce stunting in Zambia through implementation of the Government of the Republic of Zambia (GRZ) 1,000 Most Critical Days Program.
SUN TA provides support and direct technical assistance to sub-national local government departments in target districts to plan, implement, coordinate, and monitor integrated nutrition-sensitive and nutrition-specific activities to reduce the rate of stunting among Zambian children under two and improve the nutritional status of pregnant and lactating mothers. USAID has identified two main objectives that address stunting, including (1) Adequate Quantity and Quality of Dietary Intake among Target Groups; and (2) Adequate Health Conditions for Biological Utilization of Nutrients. SUN TA interventions increase access and availability of safe, diverse, nutritious food; adoption of better child feeding and household hygiene practices; and access to improved health, water and sanitation services. The project prioritizes sustainability by improving intra-household joint decision making and building the capacity of local government and their stakeholders to ensure coordination, accountability, and learning, following the Scaling Up Nutrition model.
Purpose:
The Data & IT Systems Officer is responsible for oversight of all project IT needs including system installations, system maintenance, and Help Desk support. The Data & IT Systems Officer will ensure that DAI established standards set by the DAI Home Office IT (”DAI Technology”) are observed and that project IT solutions are efficient, cost effective, and further project objectives.
The Data & IT Systems Officer will also support the MEL Team Lead to implement, maintain, and iterate the program data management architecture for SUN TA.
3. Place of Performance and Reporting:
The Data & IT Systems Officer reports to the Director Finance and Administration. The Data & IT Systems Officer also coordinates closely with the DAI Office of Information Management and Technology (OIMT). The Data & IT Systems Manager will also closely collaborate with the Monitoring, Evaluation, and Learning team.
4. Responsibilities and Tasks:
Complete local network maintenance and installation (cabling, switches and NIC configuration TCP/IP, NAT, TCP/IP printing, Windows network and domain services on TCP/IP)
Ensure WAN connectivity and maintenance (Internet connection and services, and devices configuration and maintenance)
Conduct server and server application maintenance and installation (Hardware integration, Windows 2016 server installation and maintenance, LAN and WAN connectivity, IBM Domino and messaging system, , antivirus installation and maintenance)
Complete client computer hardware and application installation, configuration, and maintenance (laptops, desktops, MS Windows 10 Pro or Windows 11 Pro, MS Office 365 Suite, MS Outlook and IBM Notes, antivirus)
Serve as in-house Help Desk for user support and troubleshooting
Manage and supervise any IT contractors or IT personnel
Regularly communicate with the Home Office DAI Technology Operations team regarding network, system hardware, and software changes/issues/updates and user registration, updates, and termination
Assist in procurement and evaluation of all technical equipment (including phones, copiers, etc.)
Administer IP PBX extensions
Maintain IP PBX hardware and Phones
Communicate with DAI Technology Operations team regarding implementation of special features on the system
Assist local office managers in properly inventorying IT equipment
Advise project staff in procurement process
In conjunction with program partners, advise the Monitoring, Evaluation and Learning team on appropriate information and communication technology for capture, input, storage, planning, monitoring, evaluation and reporting of quantitative and qualitative data and information
In conjunction with program partners, support and train grantees and subcontractors to design, develop and/or use IT tools consistent with Project’s information systems
Development and implementation of data collection and data entry tools and database protocols for optimal and iterative analysis to meet monitoring, evaluation, and reporting needs.
Development of high-quality, dynamic data visualizations and reports, integrating a range of formats for use in planning and reporting.
In collaboration with the MEL Team Lead, responsible for designing and providing regular staff training, technical support, and oversight on data management.
Ensures real-time interface between the database and auxiliary data applications such as mobile data collection applications and dashboards
Address challenges in data and information management that impact quality.
Other IT operations or programmatic tasks as may be required for successful achievement of project objectives
Supervisory Responsibilities:
The Data & IT Systems Officer will not supervise anyone.
Education and Experience:
Bachelor’s degree required; Master’s degree preferred; IT certifications a plus
6+ years of experience in the field of information technology; experience on donor-funded programs preferred
Bachelor’s degree required; Master’s degree preferred; IT certifications a plus
Experience with administration and maintenance of computers, servers, and software, in addition to HelpDesk troubleshooting in an office environment
Experience with databases and information systems; experience with mobile technology a plus
Experience with business intelligence software such as Power BI or Tableau strongly desired.
Experience with digital data collection using Open Data Kit, Fulcrum, iFormBuilder, FormHub or other online or offline digital data collection solutions.
Excellent communication and organizational skills, as well as a customer-service attitude
Fluency in English is required
7. Key Result Areas

Providing timely IT end user support through the Helpdesk with no backlogs
Ensuring the availability of project shared IT resources (i.e SharePoint, Internet, TAMIS, FAS, Shared Printers) in a consistent manner.
Complete computer hardware and application installation, configuration, and maintenance in a timely way and to the satisfaction of end users.
Ensure IT set up for staff/consultants is completed in a timely manner
Ensure collaboration with the MEL Team Lead, responsible for designing and providing regular staff training, technical support, and oversight on data management is conducted in a timely manner.
