Terms of Reference (TOR) for Development of a Business Plan for Delivery of Social
Business Services
Background
REPSSI (Regional Psychosocial Support Initiative) Zambia, is a not-for-profit organisation registered in accordance with Companies Act Cap 388 of the Zambian Laws as a Company Limited by Guarantee and appropriately registered in line with NGO Act CAP of other laws of Zambia as a Non-Governmental Organisation (NGO). Over the years, the organisation has set itself apart as a leader in provision of Mental Health, Psychosocial Support and related Social Development Services. REPSSI does this through knowledge development and transfer through high quality and practical trainings with rigorous mentorship. The organisation has since 2007 been delivering accredited training programmes aimed at strengthening the capacities of the social services force. In 2015, REPSSI had its courses and short courses accredited by TEVETA and has since grown its portfolio of training programmes on offer increase to four diploma courses and a number of short courses. These trainings offered through a Social Business Model (SBM) effectively complement the organisation’s wide range of projects that include but not limited to sexual reproductive health and rights, early childhood development, education, child protection, livelihood, humanitarian and emergencies.
Purpose
REPSSI Zambia is seeking Expressions of Interest from suitably qualified person/s to develop arobust five-year business plan for its Social Business Development Unit that;
i. Contain a detailed menu of Social Business services that REPSSI’s Social Business Development Unit would offer as an income generating entity for the organization
ii. Ensures financial viability and sustainability of REPSSI SBD within the first three years
iii. Spells out debt management mechanisms to ensure effective collection of revenues
iv. Contain a marketing and communication strategy for the social business development unit
Objectives
The objective for this assignment is to develop a 5-year Business Plan that will provide guidance on the operations, system as well as the structure that will enable REPSSI’s Social Business to be sustainable. Specifically, the Business Plan will:

Define the REPSSI Zambia’s capacity in terms of delivering locally accredited courses and other technical assistance services
Define the organizational management structure and skill sets appropriate to enhance Social Business activities and identify any skill gaps
Define the running cost of Social Development Ventures, broken down to the cost per training and other Technical Assistance services provided
Define the comparative advantage of REPSSI Zambia’s Social Business Ventures to attract customers from across the country and beyond
Define the market and the potential customers
Describe the business model, including the marketing strategy
Work out the appropriate costing, including a portion for core funding, for each services
provided
Project a realistic income from marketing the services over the next five years
Project the time to reach the break-even status from the present funding
Provide organizational management structural modification and new skill set (if required)
to meet the requirements of the business plan

Description of the Assignment:
1) Familiarization with REPSSI Zambia’s vision, mission and strategy as well as the activities of the Social Business Development unit
2) Familiarization with the Professional Development and Training (PDT) programme, inception, different modules and how they have evolved, participant profiles, pedagogy and training materials
3) Study the critical sustainability factors for similar entities including operational gaps, funding loopholes, competitiveness and viability
4) Identify potential beneficiaries and conduct in-depth review to devise an appropriate value
proposition of REPSSI’s Social Business Ventures over time in terms of value, demand, utility and cost
5) Develop REPSSI’s Social Business Development governance, operational structure and financial management plan for both the short term and long term
6) Carry out a comprehensive market analysis for the REPSSI Social Business relative to other institutions that include but not limited to universities, research centres, government agencies and similar NGOs within and around Africa
7) Develop branding, communication and marketing strategy for REPSSI Zambia’s Social Business Development.
Deliverables/Outputs
The Consultant shall submit the 5-year Business Plan complete with;
i. accompanying operational strategies and management set-up
ii. complete Business and Marketing with a realistic sale forecast including prices, sale volume, timing, and clearly detailing tasks and responsibilities of each actor within the systems, with an initial 3-year sustainability plan for SBD programme and full cost viability in the remaining 2 years.
iii. a financial and operational plan clearly outlining a risk assessment, financial ratios and key performance indicators such as break-even, turn-around time, profitability ratios, payback period, rate of return on investment, liquidity ratios and stock turnover in order to have a better understanding of the financial and operational performance
iv. a plan for measuring performance and impact of the system
v. A marketing and communication strategy for the social business development unit Sections of the Business Plan
The Business Plan should have the following sections at the minimum:
a. Situation Analysis covering;

Analysis of the services offered
Analysis of the organizational status, skill sets, running costs broken down to each service

b. Business Model

Description of operation/s for each services offered
Costing for each service
Modified organizational management structure & new skill sets

c. A marketing strategy that covers:

Analysis of similar programmes
Analysis of the market and potential customers
A strong value proposition
Opportunities and potential openings
A branding, communication and marketing plan

d. Financial mode covering;

A sustainable financial model with a projection of income from the SBD programmes over a 5-year period
Funding requirements and opportunities till break-even status
General guidance on preparation of an annual budget with projected income statement; projected cash flow statement and projected balance sheet

Time Frame
This assignment shall be completed within one month after signing of the contract but the assignment to be completed no later than June 30th, 2022.
Experience and Qualifications
Applications are open to individuals or firms with requisite registration and relevant experience provided the individual or lead consultant in the case of the firm possess the following;

Master’s degree in Marketing, Business Administration, Economics or related
At least 5 years of experience in the area of business development, programme/project development with a bias on Social Business enterprise development in training set-ups and Technical Assistance services is an added advantage
Extensive experience of working in social science research and the Tertiary Education sector in Zambia and internationally
Knowledge and expertise in business plan development especially for training programmes
Experience in financial analysis, marketing strategy formulation and market research and analysis techniques
Legal and corporate governance
Analyzing national and regional strategies, policies and priorities for Social Business Development sector in Zambia and rest of Africa
Excellent data analytical skills and interpretation
Excellent writing skills

The technical proposals should be concise clearly articulating the methodology and description of services that will be provided under this assignment.

The proposal received after the deadline will not be considered for evaluation and all proposals that do not meet the requirements will be rejected. Successful applicants will be notified no later than Friday 20th May 2022 and given further guidelines on the assignment.
