The USAID DISCOVER-Health project aims to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal new-born and child health (MNCH), family planning and reproductive health (FP/RH) services and products at the district and community levels. The project utilizes and sustains a health model that maximizes the relative strengths of the public and private sectors to deliver health products and services that reach all beneficiaries and consumer markets.

Job Purpose
The Human Resource Director guides and manages the overall provision of Human Resources services, policies, and programs for the entire project.
Duties:

Oversees the implementation of Human Resources programs through Human Resources staff and by developing and implementing the HR workplan (recruitment and staffing; performance management and improvement systems; benefits administration, employee relations, orientation and training) ensuring  that the HR department is responsive to critical project needs
Monitors all HR functions to ensure they adhere to all established standards and procedures and identifies opportunities for improvement and resolves any discrepancies.
Responsible for up-to-date HR policies and procedures, in line with JSI templates and requirements and in compliance with donor requirements and local statutes and laws;
Ensure HR policies, procedures, and manuals are disseminated, understood, and observed by all staff;
Develop organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to the project strategic thinking and direction; establishing human resources objectives in line with the project objectives.
Leads the implementation of the performance management system that includes performance development plans (PDPs) and employee development programs. Monitors the implementation of a performance improvement process with non-performing employees.
Monitors and advises managers and supervisors in the progressive discipline system of the organization and provide support to all managers to ensure timely and proactive performance management;
Keep the Senior Management team informed of significant problems that jeopardize the achievement of the projects’ goals, and those that are not being addressed adequately at the line management level;
Facilitates all project-wide, HR-related communications to employees
Oversees all employment, consultancy and research contracts; ensures that all HR documentation is “audit-ready.”
Assist the Deputy Project Director – Finance & Operations  in acting as the Liaison between JSI,  its lawyers and the Labor Office  with regard to HR related issues.
Overall oversight and coordinate disciplinary issues and serve on the grievances committee including providing support to the quick and just resolution of disciplinary any issues.
Ensure the implementation of JSI’s Accountability Framework and Code of Conduct, adhering to JSI’s fraud management polices. Serve as a member of Fraud Response Teams as needed.
Establishes an in-house employee training system that addresses project training needs including training needs assessment, new employee orientation or on boarding, and management training and capacity development.
Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
Takes lead to ensure compliance with all existing JSI, governmental and Zambia Labor Law Legislation such as the Employment Act, Minimum Wages and Conditions of Employment
Monitors all pay and benefit practices and systems for effectiveness and cost containment.

Skills:

Broad knowledge and experience in Zambian employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development.
Above average oral and written communication skills.
Excellent interpersonal and coaching skills.
Demonstrated ability to lead and develop Human Resources staff members.
Demonstrated ability to serve as a successful participant on the executive management team that provides company leadership and direction.
Demonstrated ability to interact effectively with Senior Management Officials both at JSI and in-country
Excellent computer skills in a Microsoft Windows environment. Must include Excel and skills in database management and record keeping.
General knowledge of various employment laws and practices.
Experience in the administration of benefits and compensation programs and other Human Resources programs.
Evidence of the practice of a high level of confidentiality.
Excellent organizational skills.

Education and Experience

Master’s degree or equivalent in Human Resources, Business Administration or HR Law preferred, or a BA in a related field with 10 or more years of relevant experience;
Organization Development.
Ten plus years of progressive leadership experience in Human Resources positions.
Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive Labor relations, preferred.
Active affiliation with Zambia Institute of Human Resource Management.
