EXPRESSION OF INTEREST
EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO REVIEW THE INSTITUTIONAL HUMAN RESOURCE STRUCTURE AND DEVELOP NEW MANAGEMENT TOOLS IN ALIGNMENT WITH THE EMPLOYMENT ACT.
1. BACKGROUND
The Zambia Medical Association (ZMA) is the official representative professional body of Medical Doctors practicing in Zambia that aims to promote high standards of medical practice through uplifting of the members’ socioeconomic welfare, conducting Continuing Medical Education (CME) and Research, all while safeguarding public safety through evidence based Policy formulation and advocacy on health related matters in Zambia.
Having been established 49 years ago, ZMA has a Secretariat headquartered in Lusaka with full-time staff that report to the Executive Committee through the Administrator. ZMA is in the process of reviewing its 2016 – 2021 Strategic Plan and developing a new one for the period of 2022 – 2026, which will encompass among other things, Staff overhaul plans and human resource systems strengthening.
2. OBJECTIVE
ZMA intends to enter into a Consultancy agreement with a Human Resource Expert / Institution aimed at reviewing the current and developing new Human Resource structure and management tools of ZMA in accordance with aspirations of the Executive and alignment to the Employment Act.
3. SCOPE OF WORK / TERMS OF REFERENCE
The scope of work shall include, but not limited to the following:

Review current Human Resource Management Systems.
Study relevant ZMA governance working documents.
Make reference to the Law of the land.
Hold consultative meetings with Employees, the Executive and select ZMA members.
Undertake a Situational Analysis.
Establish Strategic direction.
Develop Strategic objectives.
Draft new Human Resource Management tools.
Present the draft Human Resource tools to the Executive.
To produce final working documents.

4. KEY DELIVERABLES
The following shall be the key deliverables:
Job Descriptions

Interviews Assessment Sheet
Employee Contracts
Key Performance Indicators
Performance Appraisal Tools
Management Organogram
10 Year Staff Planning Scalable Strategy
Code of Ethics

5. QUALIFICATIONS
The applicants are required to submit the following information:

Copies of Registration Certificate, Incorporation and/or Business Licences.
Valid Tax Registration and clearance certificate.
Company / Consultancy Profile.
Experience in similar assignment.
Academic qualification at Masters Level with over 8 years’ relevant professional experience for individuals.
Excellent writing and analytical skills with commitment to stick to deadlines.
Excellent interviewing and reporting skills.
The Firm / Consultant should have a good understanding of the regulatory framework of Civil Society Organizations as well as demonstrate appreciation of the ethos and work culture of the Medical Profession.

6. ZAMBIA MEDICAL ASSOCIATION
ZMA shall provide all inputs necessary and available relevant background information to undertake the assignment and participate in all meetings.

7. DURATION
The Firm / Consultant will have a total of twenty-one (21) days (inclusive of weekends and public holidays) to conduct this assignment from the date of engagement.
8. REPORTING
The Firm / Consultant shall report to the Executive of the Association through the office of the Secretary General.
9. MODE OF DELIVERY
The Firm / Consultant will produce all reports, in both editable electronic format and hard copies in duplicates, submitting them to the office of the Secretary General, Zambia Medical Association.
10. SUBMISSION OF EOI

Please note that submitting the EoI does not amount to automatic award of business and Zambia Medical Association reserves the right to accept and or reject any or all the submissions received or cancel the entire process without assigning any reasons thereof.
NB. Only short-listed Firms / Consultants will be invited to submit their full proposals.
