Job Title
Monitoring, Evaluation and Learning Officer
Job Purpose
The MEL Officer will be responsible for coordinating MEL activities, including supporting programme
staff on MEL, managing the TI-Z Performance Indicators Tracking Table (PITT) and supporting success stories collection and packaging as well as supporting report writing.
Job Description
Oversees the development and implementation of the Performance Monitoring Plan (PMP) to
capture TI-Z programmes, project performance and results, including routine service delivery data
reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations.
Provides leadership and direction on MEL to ensure the programmes achieve their targets.
Supports conducting targeted evaluations and operations research, including design, data collection, management and analysis for all TI-Z programmes
Supports ensuring of quality of data through data verification procedures, including routine data quality audits
Works with programmes and financial staff to prepare and track progress of project and activity budgets
Supports programmes and projects report quality control and oversight
Supervises all MEL activities.
Reporting Relationships
The MEL Officer will report to the Programmes Manager.
Condition of Work
Office and Field
Education and Professional background
Degree in Project Management, Monitoring and Evaluation, Demography, or related field
Minimum 2 years of work experience in monitoring and evaluation for Civil Society Organizations
Proven expertise in MEL, quantitative and qualitative methodologies, operations research, reporting, data quality assessments, data analysis and presentation
Demonstrated strong management, coordination, teamwork and planning skills
Excellent skills in facilitation, team building, and coordination
Excellent verbal, written interpersonal and presentation skills in English
Proficiency in SPSS or similar packages, word processing and Microsoft Office
