Job Description

Job Opportunities – iDE Zambia
Project name; Her Time to Grow (HTTG)
Background
A four-year multi-country project with funding from Global Affairs Canada (GAC) through the Feminist International Assistance Policy, aimed at empowering women through agricultural value chains. It will apply the sector’s most recent learnings around women’s empowerment to close gender gaps and accelerate the creation of economic opportunities for women. This project will have two primary outcomes/ components:1) significant gains in women’s economic empowerment, and 2) global knowledge-sharing and results acceleration.
These main outcome pillars will be supported by 3 intermediate outcomes:
“bringing the market to women” i.e.  creating access to the fundamentals necessary for their businesses to prosper
“bringing women to the market,” i.e. seeking to remove or mitigate the household, community, industry and regulatory barriers that prevent women from fully participating in the paid economy
leverage impact beyond the life and scope of this project by generating insights on how to accelerate women’s empowerment to share with the broader sector.
Expected results
Project results will be achieved through performance-driven internal collaboration and complementarity with sister projects to create synergies in delivering shared results which include:
Enhanced entrepreneurial capacities of intermediaries – 150 female and mixed Farm Business Advisors (FBAs) as providers of agriculture support services to increase women’s participation in agriculture development initiatives in 6 targeted districts in Central and Copperbelt provinces
Established performance-based strategic partnerships with women empowerment organizations for gender sensitization, awareness and sustainable access to productive land (ownership and documentation)
Improved access to appropriate technologies and means of production for 15,000 Women and Mixed groups (600 groups) as project primary beneficiaries; Women and mixed groups accessing appropriate technologies and improved business capacity.
Women financial inclusion and integration of Village savings for change and loans activities in Women and Mixed groups. Increasing women farmers’ access to affordable and timely credit for production support
Increased income opportunities for women by bringing markets closer. Increased capacities of female FBAs and Mixed FBAs to; participate in structured competitive markets, offer competitive aggregation services and train women and mixed groups in good postharvest practices and marketing.
Increased access to affordable working capital / loans for women and mixed FBAs.
Monitoring, Evaluating and Learning; interventions, strategies including pilots are detailed / documented to support structured learning, results measurement and reporting is evidence based and statistically qualified, structured and timely sharing of lessons learnt.
The project is now inviting applications for the positions of:
1. Project Manager x 1
Location: Kabwe
The Agriculture Project Manager will lead the design and implementation of all components of HTTG, providing technical advisory on agriculture enterprise components such as farming and financing mechanisms that are appropriate to eligible project clients.
Key Responsibilities
R1: Lead on the delivery of Adaptive Project Implementation and Management
Ensure quality implementation of the project and adherence to Global Affairs Canada project requirements and standards
Develop on a macro- and micro-basis, key project management and implementation tools such as work plans, budgets and the results chain framework
Manage and directing performance and resource use of the project team;
Provide operational leadership, tactical guidance and coaching to project team members for the effective and efficient implementation of planned project activities
Broker and manage strategic value-driven relations, collaborations and partnerships with local private sector entities and individuals
Promote and manage field level relationships with wider stakeholders like government partners
In collaboration with the program Director, support the design of an enterprise financing mechanism that is appropriate to the needs of women farmers and start engagements with financial institutions.
Collaborate internally with Finance and Admin in managing and tracking financial spend against the approved budget as well as in providing defined administrative and HR functional support services.
R2:  Quality Assurance, Results Measurement and reporting
Ensure strategies employed in the project implementation are appropriate for the Zambia context and environment and are consistent with the iDE’s MSD approaches.
Closely collaborate with the Monitoring and Evaluation Unit to develop MEAL tools and operational framework and oversee their implementation and use within the project for timely and accurate collection of field data.
Provide timely feedback to management on the health and status of the project,
Document and share project successes, lessons, challenges and strategic revisions.
R3:  Strategy review, development and Business Development

Monitor the project for strategic drift and correct as necessary
Pro-actively contribute to employing user-centred innovations for adaptive strategy development
Diligently manage approved pilots under the project to facilitate effective learning in strategy development and review
Contribute to building and reinforcing iDE Zambia’s reputation and brand
Contribute on case-by-case basis to the internal development of education / training materials and other capacity building / market operational tools for supporting and mentoring both primary and secondary beneficiaries
Support to building the iDE Zambia brand and new business prospecting
Any other duties as assigned that may be deemed critical to the delivery of project goals and overall realisation of iDE Zambia country program objectives.

EDUCATION

Minimum of a university degree or professional equivalent in Agricultural economics, Agribusiness management, Entrepreneurship, Economics, Marketing or a business-related field with a good understanding of project management.
Formal training in the Market System Development approach is preferable

EXPERIENCE, SKILLS AND ATTRIBUTES REQUIRED

At least 5 years’ working experience developing small businesses particularly promoting women entrepreneurs, 3 of which should be at the management level.
Knowledge of value chain development approaches and private sector experience
People management skills: coaching and mentoring skills, team goal structuring, and performance management skills
Excellent reporting, presentation and negotiation skills
Ability to work independently and meet strict deadlines as well as collaboratively with a team

2. Communications and Knowledge Sharing Officer
Location – Lusaka
The Communication and Knowledge sharing Officer will report to and work under the administrative supervision of the HTTG Project Manager.
Responsibilities –

Develop and manage integrated external communications with targeted audiences across all iDE Zambia projects.
Grow awareness of iDE Zambia through planned communications and marketing activities.
Provide support and coaching to iDE Zambia staff on collecting, documenting and sharing information about our methods and achievements.
Develop a strategic communications plan to collaboratively produce key publications – in electronic and printed mediums.
Manage vendors to produce high quality projects including photography, videography, and knowledge management documents.
Disseminate news worthy information (activities and results) with targeted audiences.
Develop media relations for purposes of enhancing the visibility / positive awareness of iDE Zambia among different stakeholders including donors, government and targeted beneficiaries.
Maintain our file organization system for the storage and retrieval of final publicity materials and working documents.
Ensure adherence of iDE Zambia communications to iDE Global communications and branding standards and practices.
Liaise with HQ Comms department, and collaborate with HQ Comms on Zambia-specific and global marketing projects.

EDUCATION

Minimum of a university degree or professional equivalent in public relations, marketing, or      journalism with skills in managing marketing and administrative projects, with a good understanding of project management.

EXPERIENCE, SKILLS AND ATTRIBUTES REQUIRED

At least 5 years of experience in communications or public relations in the development sector
Experience in production of effective PR material and management of PR events
People management skills: coaching and mentoring skills, team goal structuring, and performance management skills
Excellent reporting, presentation and negotiation skills
Ability to work independently and meet strict deadlines as well as collaboratively with a team
Ability to use a camera to take photos and video in the field
Clear, concise, compelling writing
Fluent in English
Software Proficiency
Basic understanding of Microsoft Suite (Word, PowerPoint, Excel)
Basic understanding of Google Apps (Google Docs, Google Slides, Google Sites, Google Sheets, Google Drive, Google Calendar)
Basic understanding of Adobe Photoshop and InDesign

3.   Monitoring Evaluation and Learning Officer
Location: – Central – Kabwe
Key Responsibilities:
The Monitoring and Evaluation (M&E Officer) will report to and work under the administrative supervision of the Project Manager. Technical guidance will be provided by iDE Zambia M&E unit as well as iDE HQ Evidence & Analytics team.
He/she will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the HTTG Project. He/she will develop a systematic monitoring framework to manage and improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing projects, particularly in relation to monitoring, reporting and use of Monitoring feedback.
Specific Duties:
R1 M&E system set up and planning:
Participate in the review of the project results frame including performance indicators
Participate in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes.
Develop the overall framework, for HTTG project M&E, including mid-term project review, impact assessment, final evaluation,
Develop Performance Monitoring Plan with relevant data collection systems.
Review existing data in the HTTG project areas, the methods of data collection, and appropriate baseline statistics for impact evaluation.
Document baseline data for HTTG as well as project indicators.
With M&E Unit and collaborating projects and partners, review existing approaches and management information systems and agree on any required changes, support and resources.
Develop a plan for project-related capacity building on M&E including any support for digitization required.
Organize and undertake training with collaborating project staff and partners on M&E as required.
R2. Implementation of M&E and Coordination:
Collect data on a regular basis to measure achievement against the performance indicators.
Conduct data quality checks.
Maintain and manage the HTTG database; analyse and aggregate findings.
Participate in project progress reporting, Bi-annual review and final evaluation.
Identify areas where technical support to project partners is required and conduct training on M&E for field teams and data collectors as required.
Identify lessons learned and develop case studies to capture qualitative outputs of the HTTG project.
R3 Communication:
Prepare reports on M&E findings and presentations based on M&E data
Provide the Project Manager with management information she/he may require.
Ensure that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for action as and when necessary, including organizing such discussions as necessary.
Education:

First university degree or above in agriculture, Agriculture economics, statistics, demographics, or related social science field.
Added advanced qualifications in M&E preferred.

EXPERIENCE, SKILLS AND ATTRIBUTES REQUIRED

Minimum of three (5) years of professional experience in a position responsible for project management or implementing M&E activities of smallholder agriculture.
Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
Experience in designing and managing beneficiary monitoring and database systems that promote gender inclusive programs.
Experience in planning and performance measurement, including indicator tracking, target setting, reporting, database management, and developing M&E and performance monitoring plans.
Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
Experience in planning and managing surveys.
Experience in developing and refining electronic data collection tools.
xperience with data quality assessments and supervision.
Ability to facilitate and serve as project liaison for externally-managed evaluations.
Languages: Excellent written and spoken command of English. Knowledge of Local language in HTTG project areas preferred.
