PATH is leading a vibrant consortium of Zambian and international organizations that collaborates closely with Zambia’s MoH, the NTLP, the private sector, and other partners to support the eradication of TB in Zambia. Funded by USAID and that specialize in six (Copperbelt, Central, Muchinga, Northern, North-Western, and Luapula) of Zambia’s 10 provinces, the five-year Eradicate TB project aims to extend the amount of people screened for TB by 50% and increase the TB treatment success rate to 85% in targeted provinces. The four key tasks of Eradicate TB are to:

Pursue high-quality DOTS expansion and enhancement
Address TB-HIV, MDR-TB, and therefore the needs of poor and vulnerable populations in six provinces
Engage all categories of care providers
Enable and promote research.

PATH seeks a Deputy Chief of Party to steer and supply technical oversight for ETB with overall technical guidance for planning, implementing, and monitoring of project strategies and activities and evaluation of performance. The DCOP will oversee the implementation of innovative approaches and tools to extend providers’ capacity to diagnose and treat Drug Sensitive TB, including pediatric and drug resistant TB; increase community, private sector and civil society involvement to extend TB case finding, decrease stigma related to TB, and supply support for people on TB treatment; put in situ strategies to deal with TB/HIV co infection; strengthen laboratory capacity and improve TB diagnostics; and support capacity building for research to strengthen TB programming. Specific responsibilities include:

Specific Duties and Responsibilities;

Provide strong technical leadership and oversight for all project implementation and evaluation.
Lead planning, coordination, and technical direction of project strategy and activities, and supply oversight and coordination of all staff and partners for quality workplan implementation including monitoring and evaluation together with M&E Advisor.
Manage three or more senior technical staff to high professional standards.
Support the COP to take care of strong relationships with all partners and stakeholders.
Monitoring the project’s performance, and guide project staff and partners to course correct with new strategies or activities as required to make sure project is meeting its targets and objectives.
Coordinate and liaise with key external stakeholders like NTLP, including other USAID implementing partners.
Work with project staff to speak key results of the project by developing: Reports, case studies/success stories, journal articles, presentations, and posters in consultation with COP.

Required Experience

A masters’ degree or higher during a relevant field (public health, management, capacity development, social sciences).
A minimum of eight (8) years of experience in development working with a full range of stakeholder types: government agencies, local governments, development partners, and civil society organizations, private sector including community-based organizations.
Excellent knowledge of TB prevention, treatment, and control including drug resistant TB, including knowledge of and knowledge with the Zambian health system.
Experience leading, designing, delivering, and influencing TB and other related health programs.
Demonstrated visionary team leadership skills, and skill to advise, lead, and manage individuals and multi-disciplinary teams.
Strategic and important thinker with ability to rapidly adjust strategy supported new information/data and with flexible and innovative problem-solving skills.
Ability to figure in coordination with international and national NGOs.
Experience working with us Government (USG) supported projects and knowledge in sub-grantee management, including building the capacity of local organizations and sub-grantees in USG- supported grants is desired.
Excellent representational, facilitation, mentoring, and communication skills, including excellent oral, written, and presentation skills in English.
Strong interpersonal and organizational skills.
Knowledge of USAID financial management and reporting requirements is very desirable.
Knowledge of local language helpful.
Ability to travel frequently within Zambia required.
Excellent knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.
Must have legal authorization to figure in Zambia.
