Job Title:   Procurement Consultant
Project Background:
The USAID Controlling HIV Epidemic for Key and Underserved Populations (CHEKUP II) Activity was awarded on September 13, 2022, with implementation through September 6, 2027. The Activity aims to support the Ministry of Health in mitigating against and attaining HIV epidemic control by increasing equitable access to, and use of person-centered, community-driven, and high-quality HIV prevention services for key and underserved (priority) populations. USAID CHEKUP II Activity operates in seven districts with the highest HIV-burden in Zambia. These include: Chirundu, Lusaka, Kabwe, Kapiri-Mposhi, Kasama, Chipata, and Nakonde.
1. Role’s Purpose:
The Procurement Consultant ensures the integrity of all Project procurement, both operations and technical. He/she coordinates the procurement process of all commodities and services. He/she is primarily responsible for compliance with all procurement policies and procedures. He/she shall maintain all documentation and ensure files are complete. The Procurement Consultant will work under the supervision of the Procurement Manager and will provide administrative support to the Operations Unit.
2. Tasks and Responsibilities:

Sourcing and procurement of goods works and services in accordance with good procurement practices and laid down procedures and guidelines;
Preparation of solicitation documents and enquiries for goods, works and services in liaison with user projects and undertake the appropriate tendering process;
Preparation of bid evaluation reports, contracts and other related procurement documentation;
Prepare purchase orders and ensure that they are raised in compliance with JSH and donor procurement policies;
Maintain auditable records for all procured items which include all supporting documentation: FPRs, FPQs, bid evaluations with memorandum of negotiation, purchase orders, invoices and proofs of delivery. Preparation of cost evaluation data, and source selection documentation;
Ensure that complete procurement-related backup documentation is maintained and submitted for payments;
Ensures regular communication between the operations team and the technical team to plan for and provide approval for goods and services;
Support the Procurement Manager in the orientation of staff on procurement procedures and guidelines;
Maintenance of sound Procurement records/documentation and preparation of procurement status reports.
Assess all vendors/suppliers and ensure that they meet the minimum requirements to be on the suppliers list. This also involves conducting supplier premises visits to monitor and evaluate supplier standards.;
Perform other duties as assigned.

3. Minimum Qualifications, Experience and Competencies

Degree in procurement and supply or any related field.
3 – 5 years of experience in procurement of goods and services.
Must be a member of Zambia Institutes of Purchasing and Supply (ZIPS)
Demonstrated knowledge of USAID, and or international donor procurement and subcontract management and administrative principles and regulations preferred.
Strong communications skills and ability to negotiate effectively.
Proven problem-solving skills and exceptional customer relations when dealing with both internal and external parties.
Well organized and self-directed individual with sound technical skills and analytical ability.
Good judgement and infallible ethical standards.
Strong initiative and self-motivation required, with a commitment to teamwork and ethics
Transparency in procurement processes according to stipulated USAID procedures and compliance with USAID policies and regulations.

The Procurement Consultant will work under the guidance and supervision of the Procurement Manager.
