Job Description

The Catholic Medical Mission Board Zambia (CMMB-Z) is a faith-based local organisation whose mission is to provide long-term, co-operative health and development aid to communities affected by poverty and healthcare issues.
Background
CMMB Zambia anticipates the award of a five-year USG-funded project to be implemented in Lusaka, Eastern, Southern and North-Western provinces of Zambia. The goal of the project is to offer technical assistance (TA) to difficult-to-reach communities, including rural communities and faith communities, around faith-based facilities across the project-supported provinces. The project will cover the continuum of services from HIV prevention, case finding, and treatment to retention and client monitoring. CMMB is inviting applications from suitably qualified individuals with relevant experience for the following positions aimed at contributing to CMMB’s strategic vision on the project.
1. Principal Investigator
Location: Lusaka
JOB OVERVIEW
The PI will have overall responsibility for the project and will provide strategic leadership and oversee the team managing all project activities and supporting operations. The primary responsibility for project delivery and success lies with the PI. Toward that end, the PI will liase with the donor and with other stakeholders in Zambia and provide coordination among the management team, other implementing partners and NGOs, and government agencies. The PI She also has overall responsibility in the areas of operations, administration, logistics, procurement, budgeting, and financial accounting. The PI has final responsibility for planning, budgeting, and implementation of the technical vision and approach, as well as for reporting and ensuring that all levels of the project and project-supported sites are working in alignment with donor and CMMB policies and protocols. The PI will also ensure the project complies with award terms and conditions, donor regulations, and organizational systems to mitigate the risk of fraud, waste, and abuse. In addition, the PI will supervise the recruitment, hiring, and supervision of all staff and holds ultimate responsibility for staff safety.
Qualifications

Medical degree and a master’s degree or its equivalent in health, public health, public administration, business administration, international relations, or a related field.
At least 10 years of experience managing donor-funded and/or other development programs related to health, with demonstrated experience leading a team to achieve development results.
At least 10 years of senior-level experience in civil society, governance, organizational capacity building, advocacy, or other related sectors.

2. Care and Treatment Lead

JOB OVERVIEW
Reporting to the PI, the care and treatment lead will be responsible for leading the overall clinical strategy and activities. He or she will work with the project team and site staff to identify and address faith-based facility-level and geographic departmental capacity gaps in HIV clinical capacity. He or she will draft and direct clinical work plans for long- and short-term staff and provide strategic guidance on clinical capacity building to network faith-based affiliated sites and their satellite sites. In addition, the care and treatment lead will provide on-site mentoring and skills-building initiatives at site, district, and provincial levels on HIV clinical issues. The successful candidate will also keep the technical director abreast on project progress and any clinical issues and will assist in strategic planning and implementation of long-term objectives and directives.
Responsibilities

Responsible for coordinating clinical activities and program implementation, including strategies and approaches related to implementation of programs at provincial, district, and health facility levels.
Assess and improve existing site clinical practices.
Participate in clinical seminars/meetings to discuss clinical issues, scale-up strategies, diagnoses, and care and treatment matters by working with the MOH leadership team.
Work with sites to implement national guidelines on HIV prevention, care, and treatment. Identify gaps and brainstorm ways to remediate them.
Build capacity of local partners to improve program clinical performance and service delivery. Empower partners to gain increasing autonomy in executing clinical activities.
Prepare detailed work plans and execute on statements of work related to clinical activities.

Qualifications

Medical doctor; master’s degree in public health or the equivalent experience desirable.
Fully registered with the Medical Council of Zambia.
10 years’ clinical experience. At least five years’ experience should be in HIV/clinical management.
Current knowledge of cutting-edge HIV care and antiretroviral treatment and standards of care.
Demonstrated analytical skills and experience identifying and evaluating best practices and state-of-the-art clinical approaches to be utilized by the project.
Skills in Microsoft packages, G-Suite, and other relevant software.
Excellent writing and data analytical skills.
Experience with CDC and other donor-funded HIV projects.
Understanding of data and use of data toward quality improvement; exceptional problem solving, analytical, and interpersonal skills.
Excellent written, organizational, and oral communication skills in English for reporting on program results; ability to train local staff on reporting.

3. Monitoring and Evaluation Lead

JOB OVERVIEW
The M&E lead is integral to the project and will provide overall leadership and guidance on monitoring, evaluation, reporting, and learning to staff at national, provincial, and district levels. She or he will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations for improved programming. A technician with demonstrated experience in building and strengthening monitoring systems, she or he will be skilled in quantitative and qualitative analysis, survey, and sample design. Excellent communication skills will facilitate the work leading M&E officers as they mentor and coach sites to identify gaps and brainstorm improvements and effectively promote evidence-based project management. The M&E lead will be a critical member of the project team.
Responsibilities

Refine and implement the project M&E strategy; recommend changes based on lessons learned.
Provide technical oversight and input to the design and implementation of program assessments and evaluations.
Provide oversight of project activities and requirements related to monitoring, evaluation, and reporting.
Coordinate with sites, communities, the Ministry of Health, donor representatives, and fellow staff to set up the M&E system and indicators.
Continuously review project M&E practices to ensure meaningful participation of stakeholders in improving the system.
Lead the design and implementation of project monitoring and evaluation activities.
Support capacity building of partner organizations to develop strong M&E systems to track programming for reporting to CMMB and the donor.
Develop a performance monitoring plan, indicators, and a system for tracking them as well as data collection tools for the project.

Qualifications

Master’s degree in public health, epidemiology, monitoring and evaluation, demography, biostatistics, statistics, analytics, or a related field required.
Significant knowledge of quantitative methods.
10 years or more of relevant experience.
Knowledge of PEPFAR indicators and best practices in HIV monitoring and evaluation.
Demonstrated experience leading M&E for a large award (e.g., a multisectoral, multistakeholder-funded project).
Demonstrated expertise in developing and operationalizing a comprehensive M&E plan.

4. Business Official
Location: TBA
JOB OVERVIEW
The business official will be the lead expert for financial operations and management. This includes being responsible for efficient resource deployment and use, program accounting and financial reporting systems, and ensuring compliance with donor financial and accounting rules and regulations. The business official will be responsible for developing and implementing processes for all financial, accounting, expenditure analysis, budgeting, planning, and controlling, monitoring, and reporting for all finance operations in connection with the project. He or she will ensure effective and efficient management of project compliance, procurement, inventory, and general administration support functions and will provide accurate, complete, and timely financial information, analyses, and briefings and recommend improvements in financial procedures.
RESPONSIBILITIES

Establish and monitor internal controls; ensure compliance with procedures, local laws, regulations.
Establish and monitor all procedures for direct management of funds provided to finance activities implemented by project teams.
Ensure that donor and CMMB operating procedures and policies are adhered to with regard to finance, sub agreements, and consultant and other contractual documentations with third parties.
Support development and implementation of organizational policies and procedures. Oversee investigative procedures in cases where there is a violation of procedures, policies, rules, or regulations among project sites and partners.
Develop or review financial and administrative policies and procedures, including procurement, vehicle and travel, asset management, and insurance.
Take the lead in setting up an operational internal compliance system that will ensure a systematic approach to evaluate and improve effectiveness of risk management, internal controls, and governance processes.
Provide overall guidance and supervision on budget spending.
Manage annual audit process.

QUALIFICATIONS

Bachelor’s degree in accounting; accounting professional (ACCA/CIMA/ZICA) or equivalent.
Membership with  ZICA essential.
At least 10 years’ experience in finance with an NGO, with at least five years in a senior finance management position supervising accounting, budgeting, and cash and related reporting activities. Experience in accounting, tax compliance, and cash management helpful.
Progressive responsibility and experience in overseeing financial operations and management of large-scale, complex development activities in sub-Saharan Africa (preferably Zambia).
Demonstrated experience overseeing the procurement administration and financial management and reporting of a PEPFAR-funded activity.
Strong experience in grant formulation, approval, and implementation activities with a range of donors.
