Job Description

1.       Introduction
OneSight Zambia is an International NGO funded by OneSight (USA) that supports eye care services around the world. In 2016, OneSight Zambia signed a Memorandum of Understanding (MOU) with the Zambian Ministry of Health (MOH) for supporting the Government of the Republic of Zambia (GRZ) with eye care (refraction) services in covering all the 10 provinces and currently working in 48 districts of Zambia. OneSight’s vision is to have a world where access to vision care is no longer a barrier to human potential and its purpose is fueling people’s potential by helping them see clearly. OneSight works by setting up both charitable (short term) and sustainable (long term) eye clinics in host countries’ hospitals. OneSight Zambia is employing a sustainable model that provides permanent access to affordable and high-quality vision care to Zambians by partnering with MOH. These locally-led initiatives are long term investments where OneSight provides the technical support, products, and equipment to set up eye units and the government provides personnel and space in the hospitals where eye units are established.
2.       Overview of the Survey
One of the priorities in OneSight’s eye care program is supporting sustainable and equitable access to affordable glasses and refractive error services. Thus, the 3As (Awareness, Affordability and Accessibility) Customer Survey aims to establish challenges if any, gaps and opportunities to strengthen access to refractive error services.  In order to assess levels of awareness, affordability and accessibility of refraction services provided in the eye units supported by OneSight in collaboration with MOH, an outcome study is required.
In the last quarter of 2019, OneSight tested and piloted the design and suitability of a community-based household-level survey questionnaire that would obtain information on general demographic and health characteristics of households, their socio-economic profile, and address the three main programmatic themes of eye health awareness, accessibility and affordability relating to refractive error services. The questionnaire has been used successfully in surveys in Rwanda and Gambia. OneSight intends to conduct a similar survey in Zambia.
The OneSight Country Office shall be the lead in establishing a working relationship with a local consultant who will conduct the survey. OneSight will also appoint a Consultant to provide technical assistance and guidance to the Country Office team in its engagement with the local organisation and oversee the survey planning and documentation, launch of the survey and data analysis and report writing by the local organisation.
3.       Objectives of the Assignment
The main objective of this assignment is to work in close consultation with OneSight, its local partner Ministry of Health and the international consultant, to support all survey activities specifically for the design and conduct of this study and the finalization of all associated reports.
The purpose of the survey is to collect adequate, relevant, and reliable information on eye health care service provision and access in Zambia, which will support district-based planning for OneSight’s support to MoH in the country.  This survey will provide evidence that will be useful in enhancing OneSight’s support to eye health care service provision in Zambia. It will also provide information that will be used to guide policy, planning and prioritisation of public resources to strengthen eye health care services within the health system.
Specific Objectives of the Study:
1. To assess Zambian citizens’ levels of awareness, affordability, and accessibility to refractive error services.
2. To assess the prevailing practices and behaviours of health staff concerning eye health care provision in Zambia.
4.       Scope of Work
The local consultant is expected to oversee the entire study process, including design, planning, data collection, data entry and analysis, report writing, and dissemination. The scope of work will include the development and implementation of the specific tasks listed below:
*Enumerator recruitment and payment.  The country-based consultant will be responsible for fully managing and designing enumerators’ ToR and identifying enumerators with adequate competencies to fulfill the respective ToR.
*Finalize all outcome study enumerator training agendas and modules. The international consultant will share the draft guidance for any contextualization needed and will complete the final technical review.
*Prepare all outcome study training and field data collection logistics in coordination with OneSight Country Office.
*Contextualize, translate, and finalize outcome study data collection tools in consultation with OneSight Country Office, and the international consultant.
*Train enumerators on how to utilize the outcome study’s tools based on training agenda and modules agreed with OneSight international consultant. Training will include piloting the data collection tools.
*Identify and facilitate the enumerators’ entering the quantitative data collected for the outcome study using agreed-upon data entry forms determined in consultation with OneSight’s international consultant.
*Identify and facilitate the enumerators’ entering and translating the qualitative data for the outcome study collected using agreed-upon data entry forms determined in consultation with OneSight’s international consultant.
*Clean qualitative and quantitative data sets entered for the outcome study.
*Conduct preliminary analyses of qualitative and/or quantitative data for the outcome study as per agreement with OneSight and the international consultant using the data analysis plan.
*Maintain good data quality during the survey. The international consultant will provide oversight and frames for the country consultant’s work. OneSight Country Office will work with the country based consultant to ensure that the country consultant meets their deliverables.
*Finalise the report. The country consultant will draft the final report, including an executive summary, incorporating comments from OneSight and the international consultant; and include a final PowerPoint presentation of 20-25 slides to summarise the report. The consultant will also prepare and present the report in a dissemination seminar.
5.       Expected Deliverables
The deliverables are organized per survey stage (A. Outcome Study Planning, Implementation and Reporting, B. Final Evaluation Report and Briefs). Per the terms of this TOR and consultant contract, satisfactory completion of deliverables outlined below per stage must be completed by the local consultant to continue to the next “stage.”
6.       Expected Outputs
1. Inception Report.
A copy of the OneSight Survey Tool shall be shared with the consultant awarded the contract to develop the survey protocol and survey tools, database.
2. Spreadsheet of enumerators hired characterizing their competencies.
3. Final set of Training agenda and modules for the survey enumerators’ training that have been reviewed and finalized in consultation with OneSight’s Country Office and international consultant.
*Items 1,2 & 3 are to be delivered within one week of awarding a contract – before or by 31st January 2022.
4. Survey protocol and survey tools approved by OneSight.
*Item 4 to be delivered within 2 weeks of awarding a contract – by 14th February 2022.
5. Ethical Clearance and No-Objection obtained from the Ministry of Health and other relevant authorities.
6. Set of draft contextualized and translated survey data collection tools to utilize for training enumerators established in coordination with OneSight Country Office and OneSight International consultant.
*Items 5 & 6 are to be delivered within 4 weeks of awarding a contract – by 28th February 2022.
7. Training of Enumerators
*Item 7 to be delivered by 2nd March 2022.
8. Piloting of survey tools
*Item 8 to be conducted on 3rd & 4th March 2022
9. Field data collection – based on final sampling frame agreed in the above inception report.
10. Complete set of entered, cleaned (and translated for qualitative data) raw qualitative and quantitative data as per the final survey data entry forms shared with OneSight Country Office and International consultant.
*Items 9 & 10 to be conducted between 7th to 18th March 2022
11. Draft final report for review by OneSight, summarizing the results of the survey according to the provided survey tool.
*Item 11 to be delivered by 1st April 2022.
12. Final report, including a two – four-page executive summary, with comments/remarks provided by the reviewers incorporated. The report should be user-friendly and include visual aids to facilitate data dissemination to a wider audience.
*Item 12 to be delivered by 8th April 2022.
13. Complete documentation of survey implementation, fieldwork procedures and instruments, including problems encountered and recommendations for next survey, to allow replication in subsequent surveys and informed assessment of indicators, as an annexe to the final report.
14. Clean data files in a standard software format (SPSS, Stata etc) with complete documentation of variables and a full description of the data sets submitted to OneSight Country Office.
15. Final survey report submitted in softcopy (Word & PDF)
16. Ten (10) colour ring-bound hard copies of the final report submitted to OneSight Country Office.
*Items 13, 14, 15 & 16 to be delivered by 15th April 2022
For the approval of inception, draft (including survey data) and final report: after incorporating comments by OneSight, OneSight will clear out the report by:
i) approving the report with or without further comments or reservations; or
ii) to reject and request for a new or revised report.
Within 30 calendar days. The new report shall likewise be subject to the above provision
7.      Payment Plan
The payment to the selected consultant will be made in the following instalments:

30% of the contracted amount will be paid on signing of the contract/agreement and submission of the revised work plan and inception report;
40% of the contracted amount will be paid after completion of data collection and submission of draft report;
30% of the contracted amount will be paid on successful completion and acceptance of the final report by OneSight.

8.  Timeframe
Assignment to begin by 31 January 2022 and end by 15th April 2022.
9.  Submission of Proposals
Only organisations with adequate specialisation in conducting national, reference, baseline and end-line surveys and conducting social research are eligible to participate in this bidding exercise. Interested organisations/companies should submit the technical component and financial component as per the attached RFP documents.
Any Proposal received by the procuring OneSight entity after the deadline for submission of proposals will be rejected.
10.  Relevant Information to be Included in the Proposal
a. Relevant work experience of the agency particularly handling large sample size based surveys especially in the health sector.
b. Profile of the Survey Team (Name, Designation, Education Qualification, and duration of time to contribute to the survey, editing, data analysis, report drafting, reviewing and finalising the report), and CVs of the proposed team members including their signatures in the consent notes.
c. Daily rate in ZMW Kwacha
d. At least 3 sample final research reports drafted by the individual or organisation for similar assignments.
e. Reference contact information of at least 3 organisations that have conducted research with the individual or institution in the past.
f. Detailed plans to select, train, sensitise and instruct the interviewers before going to the field.
g. Detailed sample size and methodology of the national reference survey including urban/rural coverage.
h. Proposed platform to be used for data management.
i. Proposed plan for the National Reference Survey.
j. Data processing and analysis plan.
k. Detailed work plan with timeframe and;
l. Financial proposal with a detailed breakdown of major costs.
11. Evaluation of the Proposals
A two-stage procedure will be applied in evaluating the proposals. The technical proposals will be evaluated on the basis of responsiveness to the Terms of Reference and the technical evaluation criteria below. The qualified technical proposals (accrue a minimum of 53 of a total possible 70 points – i.e. >75%) will be eligible for participating in the second stage – a financial comparison analysis.
The total points allocated for the financial proposal is 30. The maximum number of points will be allotted to the lowest financial plan compared among those firms who have obtained the threshold points in the technical proposal. OneSight shall look for cost-effectiveness in the financial proposals.
OneSight shall award the contract to the organisation that obtains the highest combined score of the financial and technical evaluation. The short-listed qualified research agencies may be asked for a presentation prior to the final selection. The contract will be awarded to the agency/organisation following the completion of all evaluation procedures. The agency will sign a contract with OneSight to undertake the assignment.
OneSight, however, reserves the right to reject any and all proposals and to waive any informality in the bids received whenever such rejection or waiver is in the interest of OneSight. It also reserves the right to reject the bid of a bidder who has previously failed to perform properly or complete on time contracts of a similar nature, or a bid of a bidder who in the opinion of OneSight is not in a position to perform the contract.
12.   Technical Evaluation Criteria

b. Details implementation plan indicating the time frame.

3. Proposed Team (detailed description of the proposed team, position with the agency/company/organisation with CVs [not more than 3-page for each CV] of the proposed Team Leader and other key team members)
*20 points
4. Organisation:
a. Profile [including administrative and logistics facilities available], experience in a similar assignment in the last 5-years, client list, management control system.
b. Exposure in working with UN, International Donor/Development Partners, and Development Agencies; and;
c. Additional resources/logistics which can be made available to conduct the survey.

Total = 70 points
13.   General Terms and Conditions
1. No additional support services or cost reimbursement will be provided outside of the amount agreed upon in the contract. Any data collection devices (Tablets, Smart Phones etc) used by the organisation conducting the survey shall be their own responsibility.
2. The data, survey report and findings will be treated as OneSight property. The reports or documents or any part, therefore, cannot be sold, used or reproduced in any manner without the prior written approval of OneSight.
3. Information related to the evaluation of proposals and recommendations concerning awards shall not be disclosed to the organisation(s) who have submitted the proposal(s) or to other people who are not officially concerned with the process until the winning agency/organisation has been awarded the contract.
4. The selected agency/organisation will be responsible for the submission of progress reports to OneSight at every stage of the survey.
5. OneSight may, by written order, make general changes within the scope of the content affecting the services to be performed or time of performance. If any such changes cause an increase or decrease in the cost or time required for the performance of any part of the work under the contract, OneSight shall make an equitable adjustment in the contract price, delivery schedule, or both, and shall modify the contract accordingly, in writing.
14.   Confidentiality, Safeguarding and Ethics
The consultant and their survey team will adhere to the contractual terms and conditions with OneSight, including clauses in relation to confidentiality, data protection and intellectual property rights. It is expected that the consultant will fully follow ethical principles for the survey and that the team will adhere to OneSight’s guidelines on ethical considerations for survey, Safeguarding and code of conduct. It is also a requirement that the Team Leader and key members of the team involved with the survey have completed the short online UNICEF ethics training, or equivalent, before embarking on the assignment.
