BRIEF INFORMATION ON THE PROJECT:
The objective of the FANSER project is to improve the nutritional situation of people living in food-insecure households in three districts in Eastern Province and three districts in Luapula Provinces especially for women of reproductive age (15-49 years old) and children under the age of two years.
The focus of the project is on addressing nutrition challenges, especially in women of reproductive age and children below the age of two. This is to curb stunting in children within the 1st 1000 most critical days window. The Catholic Relief Services (CRS) works closely with as GIZ a cooperating partner.
The project applies the Care Group Model to promote the adoption of positive health and nutrition practices and consumption of nutrient dense, high protein foods, with a focus on preventing malnutrition among women of reproductive age and children under two. The Care Group Model is an internationally recognized behaviour change and community health systems strengthening strategy for maternal and child health and nutrition interventions that use peer education.  The project’s current phase of implementation (through 2024) will target a total of 110,000 women of reproductive age and 64,000 children under two. The project has currently reached 67,403 women of reproductive age and 32,236 children under two with an integrated package of services.
CONTEXT OF THE ASSIGNMENT
CRS developed database (FBMs systems) for the FANSER project in 2015 to capture and provide critical data that fed into donor reporting and management decision making. At the time, the database could accurately provide total numbers of women of reproductive age and children under two reached by the project as well as provide numbers of beneficiaries reached with different project interventions. With an expansion of project scope in 2018 and geographical extension in 2020, the project team engaged a database consultant to improve the database capabilities to capture among others, new geographical areas, women participating in Saving and Internal Lending Committees (SILC) and gender interventions as well as men participating in project interventions. The proposal also included the need for the database to capture individual beneficiaries as opposed to households (see the then proposed changes in Annex 1).
An attempt to upgrade the database was unsuccessful as the revisions to the database brought more problems such as failure to pull some reports. The database now functions merely as a data repository with inaccurate data in some fields that raises questions of data integrity. The team is unable to generate critical reports which was a function that was previously working.  Our commissioner Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) had developed their database to directly extract data from the CRS database. The link between both databases means that it is imperative to solve the dysfunctionalities of the current database to allow for smooth data transfer and reporting.

The method of evaluation is as follows:
1. Preliminary assessment

XI. Copy of trade license, or equivalent document.
2. Technical Proposal
The technical proposal shall comprise the following parts:
Part 1: Technical Approach, Methodology and Detailed Work Plan.
Part 2: University Degree (Master) in Demography, Computer Science, Informatics, or other relevant fields
Part 3: Certified database administrator

7 years’ experience in programming and software maintenance
7 years’ experience with SQL data banks
Software experience (Docker, Docker-Compose, Nginx, PostgreSQL database, Java11 (Open JDK), spring framework (Spring Boot) ReactJS, Android SDK, Kotlin (Android App) OAuth2 or REST-API (JSON)
University Degree (Master) in Demography, Computer Science, Informatics, or other relevant fields

4.4. Financial Proposal

Offers that are found technically compliant shall be evaluated based on the lowest offer
Arithmetical errors will be rectified on the following basis: If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If the Bidder does not accept the correction of errors, its bid will be rejected. If there is a discrepancy between words and figures the amount, words will prevail.
