Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on Education, Health, Water and Sanitation, Economic Security and Youth Empowerment, including Child Protection and Participation. Plan International Zambia has Programme Areas in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located.
Plan International Zambia is looking for experienced, innovative, motivated and self-starter individuals to fill the following positions:
SEXUAL REPRODUCTIVE HEALTH RIGHTS TECHNICAL LEAD X1 – LUSAKA (2 YEARS CONTRACT )
The Technical lead will work as part of the Programmes Team to strengthen Plan International Zambia’s gender transformative programming on sexual and reproductive health and rights (SRHR) for children, adolescents and young people. The role will be expected to keep up to date with SRHR developments in Zambia and in the region, communicate with programme teams and networks to ensure that our programme work is continually improving and reflects current best practices.
The incumbent will liaise with Plan International Zambia’s Gender Specialist and other technical staff at country, regional and national offices as well as Plan International’s global SRHR hub and technical network. The post holder may also represent Plan International Zambia in various external networks to develop strategic relationships with stakeholders, including government officials, legislators, UN agencies and development partner staff, to position Plan International Zambia as an influential leader in SRHR, girls’ rights and gender equality. The incumbent will be reporting to the Head of Programs.
Responsibilities:
Planning and Strategy
Provide technical expertise in developing Plan International Zambia’s strategy on SRHR.
Provide strategic leadership and technical expertise for the promotion, design and implementation of high-quality Sexual and Reproductive Health and Rights programming in PIZ.
Coordinate the strategic planning and program development processes of SRHR programs, ensuring alignment to Plan Zambia’s Country Strategy, SRHR Theory of Change and Areas of Global Distinctiveness.
Identify strategic partners in SRHR at national and provincial levels.
Programme and Project Design
Roll out Plan International’s guidance and tools on gender transformative programming on SRHR.
Provide technical support and apply effective approaches on gender transformative SRHR including key areas of intervention such as comprehensive sexuality education, adolescent and gender-responsive services, child early and forced marriage and HIV and AIDS.
Support the development and review of Plan’s global SRHR training manuals, guidance documents and toolkits on SRHR. Ensure adaptation to the context of Zambia, and roll out and implementation of these tools.
Develop capacity building plans and providing training, coaching and mentorship on gender transformative SRHR to program staff and partners.
Map and analyse operational contexts and trends to inform programme development.
Document and facilitate consistent learning and sharing of good practices among staff and partners.
Contribute to Plan International’s regional and global SRHR and gender networks.
Advocacy/Influencing
Identify and create strategic partnerships with relevant networks and actors for overall enhancement of the SRHR programmes and impact at the different levels of engagement (District, National and Global).
Collect and analyse key trends and good practices on SRHR within Plan International and for adoption and sharing.
Prepare media content on SRHR to disseminate all stakeholders and external audiences.
Position Plan International Zambia as one of the top go-to organizations for Adolescent and youth SRHR issues
Represent Plan International Zambia in relevant national SRHR and other health technical working groups and networks.
Coach and train colleagues and partners as part of daily work on key concepts of SRHR and by encouraging them to reflect on their own attitudes and values towards SRHR and the extent to which these align with Plan International’s positions. Challenging self, others and authority when behavior and decisions are not supporting Plan International’s policies and positions.
Partnerships
Identify and build opportunities and new partnerships to advance adolescent SRHR and girls’ rights in – country.
Mediate between Plan International Zambia and other partners, including government and civil society to maintain consistent quality delivery standards and good working relationships across projects.
Support the implementation of Plan International’s approach to SRHR, Gender & Inclusion, Partnerships, Gender Transformative Programming and Influencing best practices, policy and guidelines.
Resource Mobilization
Continuously monitor and analyse the Zambian and global SRHR landscape, donor trends and advise on potential areas for fund raising.
Provide technical advice to inform concepts and proposal development on health programming.
Identify, establish and maintain string alliances between PIZ and strategic government ministries/departments, civil society, corporate sector entities, international organisations and other institutions for continued quality SRHR and programming.
Meet fundraising targets.
Qualifications and Experience:
A Postgraduate qualification in Public Health, Population Studies, Health Promotion or other relevant qualifications
Additional qualifications and at least 5 years’ experience in SRHR programming at a senior level a must.
Demonstrated experience in delivering results when leading consortia/working with partners.
Demonstrated experience in designing and conducting trainings.
Demonstrated experience of leading quality, rights based and inclusive SRHR projects targeting adolescents and young people including during emergencies.
Knowledge of development trends within the Adolescent Sexual and Reproductive Health Rights and GBV sectors, including policies and guidelines.
Experience in projects using communication for behavioural change
Gender transformative programming with a clear understanding of intersectionality.
Experience in developing and implementing approached/methodologies seeking behavioural and norm changes.
Commitment to Plan’s values and positions including the rights and needs of children and SRHR. Knowledge and awareness of how to work around sensitive and complex issues within the given context
