CONSULTANCY SUMMARY

Project goal/s: To create a practical, user-friendly guide for young people and community groups to help them understand governance, accountability and participation.
Thematic focus: Governance, accountability and participation through fostering skills and knowledge development.
INTRODUCTION TO RESTLESS DEVELOPMENT
Restless Development believes in young people demanding and being able to deliver a just and sustainable world for all, as envisaged in Zambia’s Vision 2030. In Zambia, it supports the vision of a country where young men and women’s voices are heard in decisions that matter to them most, from their communities to government; where they have ownership over the decisions that affect their bodies, health and wellbeing; where they have the skills needed to make a living and succeed in life and where they are able to build strong communities that work together to solve issues they care about. We believe this can be achieved by listening and investing in young people, supporting them to be leaders of their own lives and communities. We believe in the young people’s power to lead on the implementation of national development plans, their involvement being critical in the delivery of the national development plans, human development, economic diversification, job creation and good governance ambitions – so that Zambian young people drive national and youth development.
In support of this vision, we have the ambition to be the thought leader on youth and youth-led development in Zambia, the experts that support and show others how to work for, with and through young people. Our goal is to become a knowledge hub on youth and youth-led development issues in Zambia, with the capacity to orientate others, share the needed evidence and conduct quality research in necessary areas.
We endeavour to reach as many young people in Zambia as possible through youth-led initiatives, targeting their varied vulnerabilities with the services they require to thrive in life. In doing so, we propose to test and pilot new ways of engaging young people so that interventions are more youth-led, impactful and long lasting in generating social change and transforming social norms. We intend to advocate for young people’s rights, for youth-responsive policies and plans – not just speaking on behalf of young people but also supporting them in their own advocacy efforts and youth-led accountability endeavours.
For all these efforts, we hope to be visible, recognized and acknowledged, sought out for our expertise and collaborative outlook, for our organisation to be sustainable and able to continue working towards our vision for the years to come and to be able to carry on supporting young Zambians nationally.
OUR VOICE INTERVENTIONS
Building on the learnings from the current implementation, we will seek to work even more closely together with media content being used to reinforce the interpersonal communication and vice versa. This will include reworking of the manuals and development of media content for work in schools and communities so that the two strands of work are more mutually reinforcing.
PURPOSE OF THE CONSULTANCY  
We intend to produce a capacity strengthening, training and information resource manual on participatory governance created by and for young people. This resource manual will help young people to fully understand how they can meaningfully engage with their duty bearers by being equipped with knowledge, skills and tools in governance processes.
ABOUT THE VOICE MANUAL:
This methodological guide gives users; among them rural, urban and peri urban young people from 15 to 28 years old, learners, out of school young people and community groups an understanding of governance, accountability and participation through fostering skills and knowledge development. The guide is arranged in four streams with different focus areas but all giving young people the capacity to make decisions, mobilise, engage, participate and employ the skills and practical ways on governance and accountability issues they face in their particular communities and settings. The manual is categorised into four streams each having a specific focus area;
Stream One – Gender Transformative Approaches: seeks to help users understand the barriers and biases that affect how boys, girls, young men and young women interact consequently, the relationships they share. The stream is premised on the principle of supporting young people to reflect on the norms, culture, practices and socialisation, the genesis of the biases and how this affects their belief system on how boys and girls, young women and young men interact.
Stream Two – The Leadership and Skills – Rights Approach: guides users on what leadership means to individuals going beyond titles and positions. It guides on how individuals and groups can collectively act to address the problems they face in their communities.
Stream Three – Knowledge: has been set out to help users acquire knowledge on various issues that have a bearing on accountability, participation, power, governance and politics.
Stream Four – Getting Started: This stream focuses on providing more practical ways users can mobilise and engage others to address the challenges they face and suggests platforms the users can use including options of using online platforms.
SCOPE OF WORK AND EXPECTED OUTPUTS / DELIVERABLES:
DUTIES AND DELIVERABLES:
The successful consultant will:

Lead the review of the draft manual
Adapt the manual to be for both mass media & interpersonal contexts
Adapt the manual to a more youth friendly context including language, illustrations, format, etc
Develop and submit a detailed work plan and timeline for this consultancy work
Deliver the agreed outputs in line with the agreed budget and adhere to the financial policies and procedures of Restless Development.
As per the agreed timeline, will share drafts of manual in good time for feedback from Restless Development.
Produce, print and share TWO hard copies of the manual along with soft copies through email. In case of any discrepancy the hard copy will be considered as final.
Use English as the MAIN language of communication in the manual.  The cost of the tool kit production will be part of the budget as developed by the successful consultant.
Pre-test the manual with appropriate audiences

Restless Development –

Will maintain close contact with the successful consultant to ensure timely completion of the assignment.
Will provide timely feedback on draft deliverables as per the agreed workplan with the successful consultant.
Will approve the manual before being qualified for release or sharing.

DELIVERABLES
The successful consultant is expected to deliver the following;

Deliverable 1: Hard-copy Advocacy Training Manual; Size A4 handbook using simple language including illustrations/cartoon explanations.
The manual should have the following specifics;
Interactive in nature – with, but not limited to illustrations , and  questions
written in English Language

Deliverable 2: Soft-copy Advocacy Training Manual; the soft copy manual should be one that can easily be shared on the Restless Development website and with other cooperating partners.
CONSULTANT REQUIREMENTS
BUDGET AND PAYMENT SCHEDULE:
The successful consultant shall be expected to design a work plan and corresponding budget to be appended to this ToR and approved by Restless Development before work commences.
Restless Development will make available a maximum budget of K40, 000 tax inclusive to the successful consultant for the successful completion of the deliverables outlined.
The successful consultant shall be expected to design a work plan and corresponding budget to be appended to this Terms of Reference and approved by Restless Development before work commences.
The consultant will issue an invoice to Restless Development in line with the following payment schedule, following delivery of the outputs to Restless Development’s expected level of rigour and quality:

50% of total budget at the start of consultancy
Balance payment following completion of and approval by Restless Development, of all agreed deliverables.

EXPRESSION OF INTEREST SUBMISSION
Consultants meeting the above criteria are invited to submit an Expression of Interest (EOI) by email to Restless Development via the email:  z[email protected] with the subject line “EOI for Restless Development Zambia Voice Manual Consultant’’ by 24th January, 2022.
The main body of the EOI should be a maximum of four pages and should include the following:
1. A (4-page max) cover letter including:

Demonstrating an understanding of the requirements of the TORs;
Proposed approach to reach the objectives of these TORs
Financial Proposal for completing this work
Any recommendations or modifications related to the TORs
Qualifications and demonstrated experience in designing manuals
Proposed schedule of availability.
Consultant’s daytime phone numbers and email contacts.

2. A (3-page max) CV of the Consultant, outlining previous experience and accomplishments as it relates to the skills and knowledge needed to fulfil the requirements of the TOR
3. List of three referees who can attest to Consultant’s experience and expertise as it relates to this Organization and TOR.
